No, absolutely not! I've completed the German Duolingo tree (as well as the reverse tree) and am certified level C1 in German, so I am qualified to answer this question. Duolingo is great for beginning your learning, and keeping up with a foreign language, but it will only get you to approximately A2, if even that.
They're not totally fluent, but it's not a huge struggle to understand what they're getting at or generally communicate with them. Reaching B1 from A2 takes about 200 hours, so you're looking at roughly 450 hours of work from scratch.

German A2 exam pattern is quite simple. As it's a language, there are 4 modules- Reading, Writing, Listening and Speaking. It is a 60 points exam and you have to score a minimum 36 points (60%) to pass the exam.

You take the whole Goethe A2 exam at one exam centre on one day. You need to get at least 60% in each section to pass. If you fail any section and would like to retake the exam at a later date, you'd have to retake the full exam.
Absolutely not. Even if you stay in a German speaking country and you do a Super-intensiv course - 20 hours a week (Thats what you mean. Intensiv courses are 8–10 hrs a week), it is impossible to reach even level A2 from scratch, forget C2. Superintensiv course will take 2 months, while intensiv will take 4 months.

Duolingo is brilliant for getting to grips with the listening and reading side of a language. You even get opportunities to practice your pronunciation. But when it comes to speaking in a real-life scenario, Duolingo's German course won't get you there by itself.

Level A2 corresponds to those users who can understand basic expressions and communicate in a simple manner.
English level A1 is the first level of English in the Common European Framework of Reference (CEFR), a definition of different language levels written by the Council of Europe. In everyday speech, this level would be called “beginner”, and indeed, that is the official level descriptor in the CEFR, also used by EF SET.
